Regulation 12 of the Workplace (Health, Safety and Welfare) Regulations 1992 requires every workplace floor to be kept free from any substance likely to cause a slip. It says nothing about how the floor looks, only what's on it. Oil films and ground-in grime are what the regulation exists to catch, and mopping doesn't remove them.
